Delegate Howell moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. House Bill No. 3146 – “A Bill to amend and reenact §60-3A-17 of the Code of West Virginia, 1931, as amended, relating to requiring retail licensees to purchase a minimum amount of the available liquor SKUs from the commissioner; removing liquor inventory square footage requirements; establishing certain conditions for a retail licensee to display liquor available for sale; requiring the commissioner to supply or reasonably attempt to supply a prepaid order for a retail licensee; and establishing an effective date for changes to this article.”
